It won't let me add a tab, i try to ask for the corresponding permissions but it won't let me either. Now when one of our customers attempts to start using our app, they get the add page tab dialog, select the page wherein they want to install the app, click the add page tab. I am trying to add app to facebook page but i am getting:

This is caused by facebook adding a rule of having 2000 followers/fans to create custom tabs. Custom tab feature is restricted to use for selected pages and apps only. Facebook this page does not have permission to install the custom tab error.

Facebook Has Changed How They Define Page Permissions For Pages With Less Than 2,000 Fans Due To Some Folks Using Facebook Tabs For Spamming Purposes.
Other than that you cannot test it. Since a custom tab is literally just a website you can simply test it by opening it directly instead of iframed on fb dot com. If you have received this message while attempting to install our facebook application, it is likely because you do not have 2,000 or more likes on your facebook page.
